Can I put a barrel under 16" on a lower with a stock?

Only with an approved ATF Form 1 or Form 4 first: a stock plus a barrel under 16" makes a short-barreled rifle (SBR). On a pistol lower with a brace or bare buffer tube it can be built as a pistol where legal.
